The first section of tall safety barrier which the Development Ministry plans to raise in 15 “black spots” on the A-7 has already been installed on the central reservation between the Palacio de Ferias and the Carlos Haya tunnel in Malaga. The objective is to stop people crossing the dual carriageway, which has resulted in more than 20 deaths in recent years. Two of the remaining 14 will be installed between Estepona and San Pedro Alcantara and the rest between Marbella and Fuengirola. Spain has the worst record in the EU for pedestrians being killed as they cross roads. A 2005 survey by ten European countries revealed that 1317 pedestrians people were run over on Spanish roads, of whom 334 died of their injuries.
